In Ketchikan, you can walk right off the boat to the "old town" area - unless you want to do fishing/whale watching.. etc.. If you go to the Totem park its a couple dollar cab ride which would be cheaper than the tour. Juneau, again you dock right in town - so you can walk around the town on your own. There are companies right off the ship that you can book a tour with ( recommended ) for about 20.00 per person or so for a 3-4 hour bus tour - takes you to the glacier.. etc.. Skagway is pretty boring - not much to do - so may be worth planning a shore excursion or simply stay on the boat.
